The Government announced a "Sovereign Wealth Fund" that will be created by borrowing $25 billion and inviting the participation of private investors. Does Canada need another new fund to invest in major projects?

Yes the Government needs to borrow $25 billion for a new fund to invest public money into major projects chosen by the Government.

No the Government already has existing tools like "Public Private Partnerships" and the Infrastructure Bank to invest public money into projects chosen by the Government.
